Leadership and University Administration

The university will be operated by the University Council, the University Senate, and the Administrative Board. They will be responsible for respective permanent committees and will have rights to organize temporary committee if needed.


University Council

The University Council is the highest governing body of the university, with a minimum of 25 members and a maximum of 35 members. In accordance with this charter, it has the legal authority to oversee university affairs. Electoral policies and regulations of the nomination for a member of the University Council will be established in the University Regulations. According to the charter and the regulations, the University Council will operate its duties and responsibilities itself, or will delegate to the University Senate and the University Administration Board. However, the following responsibilities must be only decided and conducted by the University Council.

  • (a)
    Setting the vision and mission of the university
  • (b)
    Conducting financial matters and auditing
  • (c)
    Amending the statements (or) adding into the statements of the university charter

Externals, who are not employees of the University among the members of the Council, can be awarded by the university fund with the decision of the University Council in accordance with the provisions of the University Regulations. The term of office of the members of the Council is five years at a time and shall not exceed two consecutive terms.

Regulation of the Council

The Council is to consider and decide, in accordance with the pr ovisions of YTU Charter, the responsibilities of the Senate and Administrative Board and execute the University's affairs in accordance with the following provisions of YTU Charter.

  • The Council is to supervise drafting of development plans of the university and implementation of the plans.
  • The Council is responsible of reviewing, editing, consulting and forbidding the affairs reported by the Senate in accordance with the provisions of the Regulations.
  • The Council, if suggested by the Senate, can establish the faculties, departments, colleges and academic and research organizations, also approve and edit their regulations in accordance with the law, regulations, standard operation procedures (SOP), and rules of the Federal Government.
  • The Council is in charge of awarding the Degrees, Diplomas, Honorary Degrees and recognizing the Certificates by engaging with the Senate. The Council can also manage to honor the retired professors and teachers in terms of performance and contributions by the virtue of their title.
  • The Council is to set the quality management system to guarantee the improvement of academic standards and qualities.
  • The Council must specify the system, standard and method for quality assurance in accordance with the standards of the National Education and Quality Assurance Policies.
  • The Council is to establish and confirm the policies related to the collaboration with local and foreign universities and international organizations.
  • The Council is to coordinate with the Senate and Administrative Board in order to confirm the tuition fees.
  • The Council is, in coordination with the Administrative Board, to execute the proposal of the annual tax and budget, budget allocation, determine and confirm the University Fundraising Activities and list the properties of the university in accordance with the financial regulations of the Federal Union and Regional Government.
  • The Council shall buy, as the properties of the university, buildings, furniture, materials and other general necessities in accordance with the financial regulations of the Federal Union and Regional Government.
  • The Council is to set policies, make decisions and confirm them in order to cooperate with business of local and foreign and regional organizations.
  • The Council reserves the right to maintain and use the University logo. The necessary maintenance and use may be delegated as required by the decision of the Council members.
  • The Council is to conclude, amend and delete contracts, with the decision of the Council members, on behalf of the University.
  • The Council, on behalf of the university, shall sue and withdraw with the decision of the Council members.
  • The Council shall organize confirmation, dismissal and taking action and honoring of the teaching and management staffs in accordance with civil servant law, regulations, standard operation procedures (SOP) and rules.
  • The Council is to calculate the maximum expenditures for part-time visiting professors, experts and staffs, the total estimated costs for the privilege and facilities in accordance with the times and approve them in accordance with the financial regulations.
  • The Council is to conduct the required policies, legal aids and supports in establishing university organizations by the current students, teachers and staffs.
  • The Council is to support the social security and welfare issues of the university members including students, teaching and management staffs.
  • The Council is responsible to create an alive academic atmosphere for the students and set the policy relating to the financial aids, scholarships and student affairs.
  • The Council, in addition of assigning the Senate and the Administrative Board on behalf of the Council, shall appoint the other committees and delegate the assignment of duties in accordance with the provision of the Charter and the demand. The committees are accountable to the Council.
  • The Council shall, without prejudice to this Charter, issue the necessary directives, regulations and by-laws for university affairs.
  • The Council can propose the one or team that hold the State certified Local Accountant to check the financial matters. The finance can't be on duty in university.
  • The University Council will be audited by the Office of the Auditor-General of the Federal Union and the Office of the Auditor-General of the Region regarding the expenditures of the University.

University Senate

The University Senate will be leading education affairs of the university and will be accountable to the University Council. The University Senate will be implementing and responsible for learning, quality control, student affairs, examinations and assessments, Research and Development, awarding bachelor's degree, diplomas, external acad emic achievement, examining the degree from another university, Honorary Degree Award, and academic collaboration with local and international universities. The rules and regulation of the foundation of the University Senate, its duties and responsibilities will be enacted in the university regulations.

The University Senate

Administrative Board

The Administrative Board will be leading the administrative affairs and will be accountable to the University Council. The Administrative Board will be implementing and responsible for, finance, staff affairs, disciplinary committee, reconstruction and maintenance, greening, cleaning, security, shop placement, housing for teachers and staff; health and sports issues, telecommunications, and ceremonies. The rules and regulation of the foundation of the administrative body, its duties and responsibilities will be enacted in the university regulations.

Regulation of Administrative Board

The University Administrative Board shall carry out the University Campus Master Plan and management administrations in accordance with the provisions of the University Charter as follows:

  • The Administrative Board shall draft the plan for the development and safety of the necessary infrastructure within the university and submit it to the Council. Further steps must be implemented with the approval of the Council.
  • The Administrative Board shall set the regulations of housing, apartments and dormitory placement for the teachers and staffs by assigning the responsibilities to the teams formed out of the demand.
  • The Administrative Board shall determine the tuition and hostel fees for students studying at the university and housing, apartments and dormitory fees for teachers and staffs working at the university in accordance with the financial regulations of the state.
  • The Administrative Board shall manage the matters of sending employees to local and foreign field trips and trainings.
  • The Administrative Board shall study and submit reports to the University Council in order to expand and abolish the management departments and advise, review, amend, forbid and remove their rules and regulations.
  • The Administrative Board shall report matters relating to collaborations with local and foreign businesses and regional organizations to the University Council to seek approval and then implement in accordance with the existing laws.
  • The Administrative Board shall coordinate with the Senate and form necessary teams to take actions of violations within the university in accordance with the university rules and regulations.
  • The Administrative Board shall submit the plans for budget matters by particular fiscal year, sectoral budget allocation and university fundraising activities to the Council.
  • The Administrative Board shall determine the ranks and responsibilities of the employees by industry, appointment, relocation, promotion of the employees, define the necessary responsibilities and accountability of the employees in accordance with the qualifications, also with the provision of the Federal Union Civil Servant Law, University Charter and Regulations.
  • The Administrative Board shall act the suspension and dismissal of the employees in accordance with the provisions of the Federal Union Civil Servant Law, University Charter and Regulations.
  • The Administrative Board shall adhere to financial regulations for the purchase of teaching aids and construction works.
  • The Administrative Board shall work to promote technology-based management systems within the university.
  • The Administrative Board shall issue, not in conflict with the Charter and rules and regulations issued by the Council, the orders and procedures for the administrative and all other matters within the scope of the Administrative Board.
